An innovative but grim reminder of the fact that clean, potable water has become a scarce commodity here in Cebu is the sprouting of the ubiquitous ATM machine. One can find the ATM Machine in almost every sari-sari store or corner. It is a coin-operated water vending machine. They come in all sizes and colors. They have one thing in common- one water dispense cost 1 peso or $.02 cents. These machines are not cheap. A single barrelled machine cost P16,000 or about $363 and a double barreled one is P24,000 or $ 545.
If Cebu wants to be a sustainable city, the provision of clean, potable water should be a priority. Entrepreneurial Cebuanos have been quick at responding to a necessity which Cebu city officials have failed to notice. Although the ATM machine is a symbol of Filipino creative and resilience it also serves as a clear omen that the basic resources that our growing population badly needs is vanishing at a very fast and alarming rate. What will be next, very long lines at these ATM machines???
