The Sinulog Festival Parade offers micro-entrepreneurs an opportunity to do business on the busiest day of the year for Cebu. Tatoo artists, food vendors, clothing merchants, parade gear vendors and all kinds of entrepreneurs come out in full force. It would be nice also, if they are responsible and clean-up after their mess.
This afternoon, we walked around Fuente Osmena and Mango Avenue and saw HPV entrepreneurs of all kinds...

I was also at Sinulog 2011 and I can see the streets are full of what you call HPV's. It's great to look at them, I have a photo with my wife with one of them at Fuente Osmeña with one of the mango vendors.:)
